My new article (with Ralph Chapman) examines factors driving climate policy under Jacinda Ardern's sixth Labour govt. We find that industry resistance was central to the govt's disappointing policy outputs, although coalition dynamics, public opinion and the govt's refusal to tackle resistance head on all played a part.
