AHA! I (think I) finally figured out Tenacity's Weblate situation: the reason why some strings are read-only are because they are not present in the English translation, which is the base translation for all others.
Also, if you have translated for Tenacity before and want to maintain Tenacity's Weblate, please let me know so I can add you as a maintainer on Weblate.
